100-Year Flood Plain - Coastal

Land located within the 100-Year Flood Plain are governed by the Federal Emergency Management Agency (FEMA), Massachusetts Rivers Protection Act (Chapter 258), Massachusetts Wetlands Protection Act (M.G.L. Chapter 131, Section 40), Massachusetts Office of Coastal Zone Management (CZA) contain a defined Bordering Land Subject to Flooding (BLSF) resource area which is commonly adjacent to nearby perennial rivers that have significant land limitations specific to the vertical elevation relational to elevations referenced to the National Geodetic Vertical Datum (NGVD). Associated with properties located within a 100-Year Flood Plain, are common additional associated resource areas such as Bordering Vegetated Wetlands and Riverfront Area which provide significant development restrictions and associated permitting processes. Activities conducted within the 100-Year Flood Plain have jurisdictional regulatory authority included but not limited to local Massachusetts Department of Environmental Protection (MDEP), Federal Emergency Management Agency (FEMA), Massachusetts Office of Coastal Zone Management (CZA), and local Conservation Commission and Zoning Board of Appeals (ZBA). In many cases, insurance agencies and banking institutions may require additional investigations as to the effect of the above mentioned resource areas on the value of the land. Land value within the 100 Year Flood Plain is constantly fluctuating in value depending on regulatory restrictions and development techniques which is evaluated on a case by case basis.
